Model Builder

 

I used Model Builder to create a model that uses two shapefiles, Parcels and Floodplains, and through a funnel of processes creates an output of parcels within "Flood Plains" and "Flood Zones".

"Flood Plains" are parcels that intersect with the floodplain shapefile used as an input. "Flood Zones" are parcels that are within a buffer of the floodplain, and would be affected in the case of very heavy rain.
